Corruption Prevention and Combating Bureau (KNAB) on 8 April, 2014, reviewing administrative violation file relating to the Executive Director of Carnikavas City Council Raimonds Garenčiks, found that R.Garenčiks has not complied with provisions of the law “On Prevention of Conflicts of Interest in Activities of Public Officials” (COI) on special restrictions on combining offices of public officials, provided for in the Section 7, and on procedures for fulfilment of restriction of additional employment should that be prohibited, provided for in the Section 8 as from the 1 July, 2013, to 2 February, 2014, he was also the board member of „RG autotransports” Ltd., shares of which do not belong to the state, local government, state, or municipal corporation.
Deciding on R.Garenčiks administrative liability with regards to the prohibited additional employment nature of the offense was taken into account , personality of R.Garenčiks, the degree of fault and amount of assets. By the time of decision making, no administrative sanctions were enacted to R.Garenčiks for violation of the COI provisions. One of the mitigating circumstance taken into account was that R.Garenčiks admits the administrative breach and prevented that until the completion of administrative violation report.
KNAB decided for violation of restrictions of additional employment for public officials and procedures for fulfilment of restriction on additional employment for public officials should that be is prohibited, enact administrative liability to R.Garenčiks in accordance with the Latvian Administrative Violations Code, part 166.30 and to fine him with 80 euros.
