Corruption Prevention and Combating Bureau asks all ministries and subordinated institutions, State Chancellery and State Audit Office to fill in an electronic questionnaire until the 13th of May with the purpose to compile information regarding practice of internal anti-corruption measures.
The questionnaire has four parts and questions address such topics as implemented anti-corruption measures, for example, if risks of corruption are identified and compiled; if the rule „ of four eyes” or delegated responsibility is applied, questions concerning human resources, for example, if it has been established which positions are most vulnerable to corruption, special chapter on rules of procedures regarding utilisation of public resources and property, also general questions about management of institution, for example, or anti-corruption/ethics training is delivered to employees at least once a year.
Institutions are also asked to send documentation of the following rules and procedures if such are developed:
- current plan of anti-corruption measures;
- rules of procedure for receiving permition for additional employment,
- rules of procedure for public officials when reporting on allegations of conflict of interest or other corruptive offences;
- rules of procedures regarding communication with clients/visitors;
- rules of procedures for public officials regarding utilization of public resources and property;
- rules of procedure for organising procurement not exceeding 10 000 lats.
Information from questionnaires will be summarised and on basis of received results KNAB will update guidelines concerning identification of corruption risks in institutions, management and anti-corruption measures.
